Head Start (HS) Application

Providers can request a new login to be generated for a new Head Start (HS) Application id to submit CRC Applications online in Georgia using DECAL KOALA.

Note: This is only for Federally Funded Head Start programs that are not currently licensed by DECAL.

Definition for a non-licensed federally funded Head Start Program

1302.21 (d)(1) The facilities used by a program must meet state, tribal, or local licensing requirements, even if exempted by the licensing entity. When state, tribal, or local requirements vary from Head Start requirements, the most stringent provision takes precedence. Therefore, all eligible Head Start non-exempt programs can continue to apply for and maintain a childcare license to operate through DECAL. In addition, with the passage of GA House Bill 175, effective July 1, 2025, DECAL will also be able to provide a certificate to operate as a non-licensed Head Start program to access the Criminal Record Check system required by both federal and state law for their staff. Both options are now available to Head Start programs through the DECAL Applicant Services Unit. A non-exempt Head Start program must be federally funded through the DHHS/ACF to operate a grant award to serve children in Early Head Start, birth to 3, and in Head Start, ages 3-5. This option would not apply to current exemptions, 1-govt owned and operated. Applications for the non-exempt program will be reviewed for approval through the GA Head Start Collaboration Office at DECAL.
